More of Pacific Highlands Ranch 更新 （3）：新的图书馆开馆更新

早在2008年的 city planning 的文件上， Pacific Highlands Ranch Library 的设计和建筑是预计2014年的fiscal year就要开始的， 一拖拖了两年多，现在终于， 一名设计师被指定，今年夏季， 设计的first phase要正式开始， 预计到2018年设计结束， hopefully 2021年图书馆能建成， 但是， schedule is dependent on the availability of FBA money.  顺便提一下，Facilities Benefit Assessments (FBA) provide 100 percent of funding for public facilities projects that service a designated area of benefit and are identified in the public facilities financing plan. If you’re a resident of PHR, I encourage you to write to the new City Councilperson, Barbara Bry, and tell her to prioritize the Pacific Highlands Ranch Library! Library construct will be an 18,000 square foot branch library facility on a three-acre site in pacific highlands ranch to serve the communities of pacific highlands ranch, black mountain ranch, torrey highlands, and del mar mesa in the north city future urbanizing area.
